Higher Education and Scientific research are central to the development of Bahrain into a successful modern economy, and have a profound impact on modern societies and economies; especially with the growing concept of the knowledge economy and a knowledge based society and the increasing requirements of development.
In this respect, all the facts confirm the conclusions reached by governments all over the world that the progress of nations and its advancement constantly depend on their progress in science and technology and their ability to keep up with the rapid developments in cognitive development and information technology.
Improving Higher Education in the Kingdom of Bahrain is a top commitment because a modern knowledge-based economy will not be achieved without a strong higher education system. Therefore, the Ministry of Education gives it great importance in line with our National Economic Strategy, which focuses on diversification of the economy and achieving greater productivity. This improvement plan started with the formation of the Higher Education Council and the development of the legislative and organizational structure of the system. This strategy includes improvement of the performance of institutions at all levels, the quality of programs offered and their ability to respond to the challenges of development and the needs of the labor market, and building national capacities in all fields, and ending with the development of scientific research and strengthening its role.
Today we are on the threshold of a new phase in which knowledge, Information and communication Technology are expanding rapidly, and the development patterns and production methods, and ways of life are changing as well. It is no longer possible that we stand idly on what is happening in front of our eyes every day. Every hour of progress is amazing. Our destiny is to be a part of this advanced world, to participate positively in the making of the future, especially since knowledge has become the most important element of economic growth and the standard of living , and therefore there must be a comprehensive and effective plan to raise the quality and performance of the institutions of higher education , and develop a common policy for Science and Technology , that supports research and training of human resources and creating channels of communication with local, regional and international partners and the private sector.
